Cat / Kitten Artist Signed Miniature Plate

This is a lovely little white china plate with a decorative blue border. It looks to me like it is signed "Derick Bown". The reverse side is marked in very small print "Japan". There is one very tiny blue spot on the right side which is under the glaze and was done when the blue border was applied.
